In short
- No won market. As of 12 October 2026 I found no notice that Upbit, Bithumb, Coinone or Korbit lists PI. Verify on each exchange’s listing announcements.
- Korean exchanges must register with the FIU; running an unregistered one carries up to five years in prison or a KRW 50 million fine.
- The 20% crypto income tax is still scheduled for 1 January 2027, but delay bills are pending.
- Several offshore apps have been pulled from Korean app stores in 2026.
Korean-language searches for 파이코인 usually start with one question: can I sell it for won? The honest answer in October 2026 is not directly. Pi Coin (PI) is the native token of Pi Network, and holding PI you earned in the Pi app is not an offence in South Korea. The difficulty is plumbing. The exchanges that Korea regulates do not list it, and the exchanges that do list it are offshore.
Where Pi Coin stands under Korean law
Korea has no statute that names Pi or bans a particular token. Crypto is governed through the Act on Reporting and Using Specified Financial Transaction Information (the 특금법), which requires virtual asset service providers to register with the Financial Intelligence Unit (FIU), and through the Virtual Asset User Protection Act, whose first phase took effect on 19 July 2024 according to the FSC’s press release. That law protects users of registered providers; it does not rule on individual coins.
I did not find any FSC or FSS warning that mentions Pi by name, though a search is not a guarantee of absence. The local community is large by one count: Wu Blockchain, as reported by CryptoPotato around December 2024, put Korean Pi users at roughly 1.34 million, a secondary figure that Pi has not confirmed. For project background see what Pi Coin is and the legitimacy review.
FIU, FSC and FSS: who does what
The FIU, which sits inside the Financial Services Commission (FSC), keeps the register of virtual asset service providers. The FSC sets policy and the Financial Supervisory Service (FSS) examines firms. A law-firm newsletter from Bae, Kim & Lee dated 25 June 2026 counts 28 registered operators, naming Upbit, Bithumb, Coinone, Korbit and Gopax among them, and says 12 more unregistered operators were reported to police on 10 June 2026. It also notes an amended Act effective August 2026. The firm’s figures are secondary, and I could not open the FIU’s own register page, so use the FIU’s site at kofiu.go.kr and the FSC’s VASP survey as starting points and confirm there.
The broader “Phase 2” Digital Asset Basic Act, which would cover issuance, stablecoins and exchange ownership, was still pending in late July 2026 according to Cointelegraph, with about ten competing bills and disputes over bank ownership of won stablecoin issuers. I found nothing showing it has passed since.
Why PI is not on the won markets
Upbit, Bithumb, Coinone and Korbit decide their own listings, and none has announced PI as far as I can find. A Korean-language article I read, whose date I could not establish, said the exchanges had made no statement and that experts expected caution given legal questions and unproven ecosystem use. Treat that as opinion, not fact. None of the four appears on the Pi Core Team’s KYB list either, which matters because Pi tells users to be extremely cautious with businesses that are not listed there.
Offshore exchanges and the app-store blocks
Korean users can reach offshore sites that list PI, but 2026 has made that route less predictable. According to Decrypt and Cointelegraph, Google Play began enforcing an FIU registration requirement for crypto apps from 28 January 2026. On 26 March 2026 the FSC published a list of 22 unregistered platforms, 17 of which had been blocked on Google Play, including MEXC and KuCoin, and by 11 April Apple’s store had dropped 14. OKX’s Android app vanished on 24 July and returned on 28 July, while Bybit stayed blocked, per crypto.news and others. Reports disagreed on whether the Apple store restrictions still applied, and I could not resolve that.
Registration is hard for foreign firms because it needs a domestic presence, ISMS security certification and a bank willing to open real-name accounts. None of the four exchanges that list PI is on the FIU register as far as I found.
| Exchange | Korea position (own terms or reports) | Pi KYB list |
|---|---|---|
| OKX | Services may be restricted in Korea (derivatives, P2P); app briefly pulled in July 2026 | Listed |
| Bitget | Korea not on its prohibited list; app reported available in July 2026 | Listed |
| MEXC | Not prohibited, but apps blocked and platform reported among those sent to police | Listed |
| Gate | Korea on its restricted-locations list | Listed |
Whether an individual customer of an unregistered exchange is liable is a separate question. The five-year and KRW 50 million penalties quoted by law firms are aimed at operators, but a blocked app or frozen withdrawal still lands on you. For platform detail, see the reviews of OKX and Bitget.
The 2027 tax, as of 12 October
Korea’s crypto income tax has been postponed before. Its current form would tax income from transfers and lending as other income from 1 January 2027, at 20% above KRW 2.5 million a year plus 2% local tax. As an illustration, a KRW 12.5 million annual gain would leave KRW 10 million taxable, giving about KRW 2.2 million in tax. Filing would fall in May 2028.
- Dec 2024 — National Assembly passes a two-year delay, moving the start to 2027.
- 7 May 2026 — Ministry of Economy and Finance says it will proceed (reported).
- 3 Aug 2026 — The ministry’s 2026 tax bill includes no further delay.
- Aug 2026 — People Power Party lawmakers file bills to move the start to 2029 or 2030.
- 29 Sep 2026 — Korea Times reports the ruling party joining calls to delay until after the Digital Asset Basic Act.
- Nov to Dec 2026 — Tax subcommittee work and the final package; this is when the date is decided.
Whether PI claimed through the Pi app counts as income at receipt, or only when sold, is not addressed in anything I read. Ask a Korean tax professional, and keep dated records of balances and any sales.
How to check an exchange against the FIU register
Because I could not open the FIU register page directly, the checking routine matters more than my summary. Use the exchange’s legal entity name, search the FIU’s published list of reported virtual asset service providers at kofiu.go.kr, and compare it with the FSC’s list of unregistered platforms published on 26 March 2026. Then confirm the listing on the exchange’s own announcement page, where new listings are posted with the ticker, network and trading start time. A real Korean listing of PI would be a major event with an official notice, so a rumour on a forum or a YouTube thumbnail is not evidence. Foreign residents should also expect real-name verification, which generally requires a Korean bank account at a bank that the exchange works with; ask the exchange what documents it accepts for foreigners.
Moving won in and out
Korean exchanges require a real-name bank account at a bank the exchange works with for won deposits and withdrawals, and under the Travel Rule they screen crypto transfers between platforms. That makes the exit path indirect: sell PI offshore for USDT, send USDT to a registered Korean exchange, sell for won, withdraw. Each leg has costs and checks, and transfers from unregistered foreign platforms can be delayed or flagged. Read how to sell Pi Coin and the transfer guide for the mechanics of addresses and memos, and keep the amounts small until you have run the path once.
A realistic path from here
For most Korean Pioneers the sensible default is to hold in the Pi app and wait, because the legal and practical cost of trading is real and the price was about US$0.08 on 12 October 2026 per CoinMarketCap and CoinGecko, down sharply from the February 2025 peak. If you want to act, work in this order.
- Finish Pi’s KYC and migration first; without it you cannot move PI out of the app.
- Check each exchange you consider against the FIU register and its own restricted-location page.
- Decide how you will report any gains, given the 2027 start date.
- Send a small test transfer before any larger one.
- Keep screenshots of prices, dates and transaction IDs for tax.
Another route readers ask about is CEX.IO, which sells a product it calls Pi [IOU]. Its own page describes that as a placeholder for future Pi Network tokens, the company is not on Pi’s KYB list (checked 12 October 2026), ID verification is required and its page does not say whether Korea is served, so it is not a way to hold PI you can withdraw to Pi mainnet.

Quick answers
Is Pi Coin legal in South Korea?
No Korean authority I could find has banned holding PI, and the FSS and FSC have not named Pi in a warning that I could locate. The law regulates exchanges: operating an unregistered one for Korean users can bring up to five years in prison or a KRW 50 million fine, per a law-firm summary from June 2026.
Is Pi Coin listed on Upbit or Bithumb?
I found no report or exchange notice showing a PI listing on Upbit, Bithumb, Coinone or Korbit as of 12 October 2026. Korean media headlines about Pieverse (a different token) are easy to confuse with Pi. Check the exchange's own listing announcements and the ticker.
Will crypto gains be taxed in Korea?
Under current law, crypto income is taxed as other income from 1 January 2027: 20% above KRW 2.5 million per year, plus 2% local tax. Delay bills were pending and the ruling party backed postponement in late September 2026, so the start date is not final.
Can Koreans use OKX or Bitget for PI?
Technically the sites are reachable, but neither is registered with the FIU as far as I found. OKX's own page says services may be restricted in Korea (derivatives and P2P), and Korean app stores have blocked many offshore apps in 2026. You carry the legal and account risk.
How do I cash out Pi Coin to won?
There is no direct PI to KRW route on a registered exchange. The common workaround is to sell PI abroad for USDT, then move USDT to a Korean exchange, which screens the transfer under the Travel Rule. Expect delays, address checks and a tax question.
